Artist unknown. The colors, even unenhanced, attracted me to this graffito, but it's environment makes the picture. The composition gives me the feeling of a western ghost town. It is definitely tolerated graphiti, and it serves not only to paint and protect a number of walls, the color adds attractiveness that doesn't otherwise belong. It is a jewel displayed in a ghetto. The bright painting appears to be a signature that has been stylized beyond the ability to read, perhaps except by the local cognoscenti.
